If the WAN mode check-box is checked, the latency is measured when cadett ELSA is started. If the network is slower than the threshold that you select, WAN mode will be automatically enabled. If not, WAN mode will not be used.
This is practical if you for example have a portable computer which sometimes is used in the same LAN as the server, and sometimes remotely connected with for example VPN. The choice between using WAN mode or not is then done automatically.
If you have a latency worse than about 5 - 10 ms (higher than 10 ms), you probably also have a need to use WAN mode, meaning that you will experience a major improvement in performance if you activate WAN mode. If your latency is better than so (less than 5 ms), you might not gain very much from using WAN mode. It might however be a good idea to test out this.
If you for one reason or the other always want to use WAN mode, regardless of the current latency, you can simply set the threshold to 0 (zero).
