The value of the Number of columns per sheet parameter is needed when using a technique called Column numbering over multiple sheets, which is controlled by a separate project parameter and described i a separate topic.

 

In that case, cadett ELSA needs to know how many columns there is on every drawing sheet. That information is essential in order to determine which value the column numbering should continue with on the next drawing sheet.
