In many cases, the first row does not start right at the edge of the paper, but some distance from that edge. In other words, there is a distance between the edge of the drawing sheet and the point where the first row starts.
It is common practice to locate the lower left corner of the paper in origo (0,0) of the drawing sheet. The vertical distance between origo (in an AutoCAD sence, meaning origo of WCS) and the starting point of the row numbering should be specified here. The unit for that distance is millimetres.
It is common to place the starting point at the bottom of the drawing sheet and to count the columns upwards. There is, however, another option as well. If you place the starting point in the upper edge of the drawing sheet, the row numbering will be done from that point, i.e. from the top and downwards.
