Text means that the information from the specified report variable is compared with the text that is defined in the Text to compare with field, which is the conventional way of specifying a condition.
Variable, on the other hand, means that the name of another report variable is specified in the Text to compare with field. In that case, the information from the first variable is compared with the information from the second. This could for example be used to compare the location on one side in a wire list with the location on the other side. If the locations on both ends of a wire are equal, you are dealing with an internal wire. If the locations differ, you must obviously deal with an external wire.
