Only consider layer 0.

Only consider content of blocks with the name SREL5.

Only consider content of attributes with the name MARK.

Consider any content, even if it is empty.

Translate the MARK attribute of blocks called SREL5 located in layer 0, regardless of the content.

This is a negative condition, telling us that specified objects should not be translated.

Layer does not matter.

Empty tag name means texts.

Block name can be anything except empty, meaning only content of blocks, no single objects.

Content can be anything, including empty.

 

So, in one single sentence:

 

Do not translate texts within blocks regardless of content and regardless of layer.
