The import is made using the Import from other cadett ELSA command located in the Tools pull-down menu, directly when cadett ELSA is started. It does not matter if other users are working in cadett ELSA. You do not need file access to the server. An IP connection, like over VPN, is sufficient. You select Remote import and then the IP address of the server. A compressed copy of all relevant files is created directly on the server and then transferred to the computer where the local installation is located. The compressed copy is unpacked and thereafter the actual import can start. You typically select "hard import" to make sure that any changes made in objects on the server are imported to the local installation.
