This is the classic legacy standard AutoCAD Pan command.

 

It gives almost the same result as Pan Realtime, even if you cannot see the result until the panning is finished. After selecting this command, pick one point and then move the mouse to the very spot where you want that point to be located. As soon as you click the left mouse-button, the panning is performed accordingly.
