Only connections between terminals of the same type, with the same index, within the same terminal group, and on the same side, can be links.
The limitations for linking is defined separately for internal and external terminal side. Thereby, a connection that could be a link on one side, could sometimes not be a link on the other. Links may for instance not be allowed at all on one side, while it is no problem to use them on the other.
Linking possibilities for terminal types that can be linked “in the middle” (neither externally, nor internally) should be defined as either internal or external. It all comes down to deciding which one to use, and then to be consistent.
